Design performs track and civil engineering design of railroad track engineering design projects. They design high-speed, passenger railroad track for capital, maintenance and special projects.
They provide leadership and mentoring to the less experienced track engineers. They coordinate track design projects with their Engineering counterparts in Electric Traction, Signals and Communications and Structures. They are a technical resource for the Division Engineers and Engineering Production (Undercutter, Tie Laying Machine, High-Speed Surfacing, Switch Exchange System). They represent Amtrak Engineering at meetings with federal, state and local governments and commuter rail agencies.
They review engineering designs by consulting engineers for Amtrak projects and for third-party construction on, or adjacent to Amtrak right-of-way.
ESSENTIAL FUNCTIONS: Capable of prioritizing work, juggling multiple projects, working independently and delivering designs on time Provides leadership and mentoring to the track design team in the review and development of track designs for track renewal and new track construction. for managing a team of internal professional engineers and architects as well as external A/E consultants in the delivery of the Engineering Services design phase of multi-discipline Facilities designs across Amtrak’s varied nationwide Mechanical and Capital Renewal portfolios.
The Senior Manager will be the main interface between the Facilities Design group and a catalog of portfolio and program managers. The Senior Manager will distribute and monitor the progress of all design work within their assigned region or territory, generate monthly status reports to keep stakeholders informed, and manage field inquiries/assignments of SME (Subject Matter Expert) support as required for 3rd
party designs or technical inquiries regarding Amtrak’s Facilities assets.
This position collaborates and partners with both internal and external stakeholders, including law, real estate, environmental, historic preservation, transportation, mechanical, engineering, procurement, local and state agencies / utilities, the FRA, and freight and commuter railroads, to execute the troubleshooting, scoping and design phase of Engineering and Mechanical programs in support of new business initiatives, energy conservation projects, and state of good repair projects. This position will also function as a Design Manager (DM) of multiple multi-discipline projects (including field evaluations, scope of work preparation, specification writing, bid package development, construction budget and schedule estimating) while also developing and maintaining design standards and specifications associated with Facilities design.
As a technical SME, this position will be the technical lead within their field of expertise on the aspects of both their own and other DM-led Facilities projects within Amtrak’s yards, shops and other facilities. Project types include upgrade or replacement of substations, maintenance / crew buildings, warehouses, control centers, offices, commissaries, and equipment (including fueling stations, sanding systems, air compressors, pumps, 480 ground power, control systems, HVAC systems, cranes, drop tables, and other equipment required to service railroad rolling stock or support maintenance of way employees).
ESSENTIAL FUNCTIONS: Manage a full-stack team of multi-discipline engineers and architects to deliver Facilities designs (and perform SME reviews of designs led by others) for multiple different program stakeholders. Tasks include work distribution / scheduling, stakeholder interfacing, progress reporting, technical guidance, and team QC assistance.
Required to be an expert in multi-discipline design coordination, design detailing, code compliance, specification preparation and bid packaging. Ensure maintenance of the Facilities Design Project Status Database as part of internal and external stakeholder communications. Work collaboratively with Amtrak’s Project Management personnel to integrate the design work into the greater construction programs as well as facilitate fiscal year forecasting and lookahead. In addition to team management, this position will continue to function as a technical SME in their field and Design Manager for self-assigned project designs, requiring the following: Lead the design of projects including requirements gathering, site evaluation, scope development, schedule, budget, plans, and specifications while ensuring alignment and collaboration between groups.
Ensure project compliance with Amtrak standards and guidelines and all applicable federal/state/regional regulatory agency requirements. Ensure alignment with project requirements and limitations. MINIMUM QUALIFICATIONS: Bachelor’s Degree in Engineering or Architecture 15+ years of relevant professional experience in engineering or architecture 10+ years as a Licensed Professional Engineer or Registered Architect 10+ years of experience in design or design management, with associated applied knowledge of maintenance, planning, and construction for facilities, buildings and/or industrial environments.
Extensive understanding of building codes within their discipline and a broad working understanding of codes of all building disciplines Extensive understanding of drawing development, design specifications, and recommended practices for specialty railroad equipment, industrial buildings / warehouses, office or crew base buildings and maintenance appurtenances such as pits, canopies, bridge cranes, etc.
Extensive understanding of development of performance specifications. Demonstrated experience working in a matrix organization Thorough knowledge of building design, architectural requirements, building M/E/P systems, building materials and systems, and construction procedures and detailing. Proficiency with the design process from inception through construction bid and EOR construction support. Demonstrated experience in developing multi-discipline biddable design and construction documents and procurement packages.
Excellent verbal and written communication, organizational, collaborative and relationship building skills with demonstrated experience both within and outside an organization. Must be able to initiate work from a bare problem statement and perform / manage all investigation, design, and contract packaging to drive toward an efficient result with minimal impact to railroad operations. Understanding of passenger railroad operating environments. Working knowledge of rail infrastructure. Working knowledge of specialties impacting design, such as SHPO, NEPA, sustainability and resiliency standards, etc.
PREFERRED QUALIFICATIONS: Bachelor’s Degree required OR equivalent combination of training, education, and relevant experience may be considered in lieu of a degree. 9-12 years of relevant experience preferred 10+ years of experience as an Owner’s Representative performing all phases of development including planning, scoping, budgeting, estimating, constructing, and close out in a fast-paced environment with projects ranging in size and complexity that involved management and leadership of multi-discipline design leveraging outside architecture and engineering consulting firms.
Prior experience managing a team of multi-discipline engineering/architecture professionals. Prior design and/or procurement experience within the Federal sphere. Prior design experience of the replacement or repair of railroad-specific yard machinery (drop tables, sand towers, wayside power cabinets, etc. ) Familiarity with large scale historically sensitive facilities. Knowledge, understanding and prior experience of passenger rail operations, business functions, design / construction processes, and infrastructure requirements.
Experience on railroad projects including facilities, mechanical shops, crew bases and support buildings / yards. Masters Degree WORK ENVIRONMENT: Travel up to 25%, must have a valid driver’s license COMMUNICATIONS AND INTERPERSONAL SKILLS: Must have excellent oral and written communication skills. The salary/hourly range is $149,000 - $$179,300. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary.
