manage, and defend the Army's NIPRNet and Secure Internet Protocol Router Network (SIPRNet) CONUS portion of the GIG, and the NIPRNet and SIPRNet Do DIN-A. The RCC-CONUS functions as part of a larger joint environment, responding to the Theater Combatant Commanders, the ARCYBER, and the Army Cyber Command's Army Cyberspace Operations and Integration Center (ACOIC), which operates the GIG in support of Department of Defense (Do D) operations around the world.

Services include Network and System Modernization, Cyber Defensive Operations, Defensive Cyber backssments, Defensive Cyber Infrastructure Support, Threat & Data Analytics, Do DIN Operation Support, Network Management, Systems Management,

IT Lifecycle Management, IT Service Management (ITSM), Portfolio/IT Investment Management, and Theater Operations and Service Desk support. The Candidate will be responsible for overseeing the overall planning, direction, creation, and execution of the program.

Organizing activities in accordance with the mission and goals of the organization. Acts as a coordinator between multiple projects of the organization and ensures alignment with overall business goals. Provides detailed attention to program strategy, project delegation, and program implementation. The success candidate will have experience with Information Technology support within a federal government environment (Do D preferred)

and demonstrated experience in supervising large IT services contracts.

Understanding and experience in managing government contracts is required as well as effective written and verbal communication skills. Ability to maintain excellent performance levels from technical support teams and deliver high levels of customer satisfaction with support provided is necessary. The candidate will have expertise in managing performance, cost, schedule, and quality to meet or exceed requirements. Technically, the candidate will have experience leading and delivering moderate to complex IT Operations, Cyber Operations, and/or IT Service Desk operations that deliver business value to the customer organization.

Key Tasks and Responsibilities Manage and conduct initial contract Phase-In period activities to ensure success Provide staff support to include technical oversight and guidance for all Contractor tasks Hire, develop, and provide only fully trained, certified, experienced, and technically proficient personnel Coordinate with customers to manage and control the resources necessary to ensure timely achievement of all contract requirements Oversee fiscal, operational, administrative, and human resources management of the program; seek, confirm, and manage funding sources for program, serve as principal point of representation and liaison with external constituencies on operational matters, and provide day-to-day technical/professional guidance and leadership as appropriate to the area of expertise.

Monitor projects and oversee project managers and key technical staff to ensure goals are met. Create and manage long-term goals. Develop evaluation methods to backss program strengths and identify areas for improvement. Manage team with a diverse array of talents and responsibilities. Ensuring goals are met in areas including customer satisfaction, safety, quality, and team member performance.

Implement and manage changes and interventions to ensure project goals are achieved. Meet with stakeholders to discuss program status and goals. Produce accurate and timely reporting of program status throughout program lifecycle. Analyze program risks by evaluating and backssing the programs' strength and weaknesses and develop mitigation strategies as appropriate. Develop and follow a Contract Management Plan (Work Plan) that includes technical approach, organizational resources, and management controls to be employed to meet the cost, performance, and schedule requirements throughout contract execution Remain current and well versed in the latest IT technologies and provide oversight and guidance in the planning, design, implementation, and integration of all current and future projects Remain knowledgeable in the customer mission areas, application/ solution development, network properties, Government policy and standards, and emerging hardware/software products in compliance with the Army's/Do D standards and policies Prepare and deliver weekly, monthly, and Quarterly Progress Report to include the following: Major project milestones, timelines and accomplishments, staffing status, Major issues and challenges, Funding, Get well plan if any major issues arise Interact with corporate staff (contracts, project control, accounting, human resources, executives) to ensure awareness of all changes and pertinent issues related to contracts and staff resources.

Responsible for on-time completion of administrative tasks related to contract. This includes but is not limited to timecards approvals, employee onboarding, status reporting to the corporation, employee reviews, etc. Education & Experience BA /BS or an MA/MS preferred from an accredited university (required) Minimum of 12+ years of related IT experience (required) Substitution Allowance (MA/MS with 10+ years' experience can be substituted for above requirements)Certifications PMP Desired Do D 8570 IAM Level II: CAP, CASP+ CE, CISM, CISSP (or Associate), GSLC, CCISO, or HCISPPSecurity Clearance Top Secret/SCI clearance (Required) US Citizen or permanent resident Other (Travel, Work Environment, Administrative Notes, etc.

) Travel to CONUS and OCONUS locations to meet mission requirements and undergo training maybe required.
