Pay: $4,362.23 Monthly Your Specific Responsibilities: This is an advanced professional environmental position coordinating activities associated with implementing the State's Basin Management Action Plan (BMAP) Program covering the Indian River Lagoon area.
Duties and responsibilities include backssing information and preparing watershed reports; recommending additional data collection; analyzing and interpreting data to determine aquatic ecosystem health; assisting development of TMDLs; and developing and implementing watershed restoration management plans. This program relies on partnerships and close coordination with managers and technical staff of the Program, Division, Department, Water Management Districts, local, state, regional and federal agencies, the public, and the regulated community.
This positiion is specifically responsible for guiding developpment of TMDL implementation plans. This responsibility requires extensive public contact and creating effective working partnerships with watershed stakeholders. Strong interpersonal skills and understanding of the principles of watershed management are used to perform the following duties: Basin Management Action Plan (BMAP) Development: Works with Department staff and stakeholders to establish locally supported BMAPs. This includes organizing meetings, leading discussions, preparing agendas, background papers, maps, tables, presentation materials and other documents and materials, and coordinating with TMDL and BMAP development contractors to provide a basis for stakeholder decision-making in developing BMAPs.
Formulates basin-specific approaches to stakeholder participation in developing BMAPs. Contacts stakeholders individually by phone, e-mail, or other means, including follow-up with stakeholders to ensure that notes, action items, and other tasks are completed. Ensure that Program and District Office staff are informed of and involved in TMDL/BMAP development processes. Manage projects, particularly with respect to projects supporting BMAP development.
Ensure proper coordination in the Department and among stakeholders in BMAP drafting and review and in securing local acceptance and Department approvals for Secretarial adoption of BMAPs. Stakeholder Involvement and Coordination: Oversees and assists Program staff in coordinating activities with stakeholders, such as in securing stakeholder review of draft lists for impaired waters and participating in TMDL development. Prepares informational materials for use by the public and internally; develops maps, tables, calendars, templates, and other documents to strengthen stakeholder support and participation in plan development and other stakeholder processes.
Works with stakeholders to organize workshops and briefings and makes presentations to local officials, the public, and other interested parties. Organizes and participates in specific basin stakeholder meetings and assists other Basin Coordinators in organizing and conducting local decision-making processes. Plan Monitoring and Reporting: Assures that BMAP implementation meetings and reporting requirements are carried out as identified and scheduled in adopted BMAPs and related plans, such as TMDL Reasonable Assurance Plans.
Initiates meetings and other communications with stakeholders and Department staff on the status of actions identified in BMAPs, on water quality results, and on the status of other environmental responses to BMAP implementation. Provides summary progress reports and other information to Program and Division managers on actions identified in approved BMAPs and related plans. TMDL Program Support: Serves as facilitator, team leader, or member of Program/Section approved teams to ensure completion of assigned tasks. Assists Program managers in identifying and addressing issues and coordination needs.
Assists managers in scheduling and monitoring TMDL Program activities and helps Tallahassee and District staff coordinate on such actions as impaired waters listings and TMDL development. Promotes and organizes coordination between DEP and other agencies to strengthen Program implementation. Assists managers in organizing staff training workshops and other staff development activities. Other Duties : Assists WMDs, local governments, and federal agencies in incorporating priority water quality improvement projects and budgets in such plans as Florida Forever work plans and watershed restoration plans.
Review and comment on WMD Surface Water Improvement and Management Act (SWIM) Plans, best management practice (BMP) manuals, and other efforts related to both urban and agricultural nutrient source protection. Assists in the development and implementation of financial assistance agreements, contracts and grants related to water quality restoration. Performs other related duties as required. The selected candidate is responsible for planning, designing, and directing a comprehensive, detailed accounting system for the Department's Operating and Fixed Capital Outlay accounts. This role is responsible for overseeing the Financial Operations and the Disbursements sections. Specific responsibilities of the Chief of Financial Management Services include, but are not
limited to, the following: Oversee the issuance of approximately 100,000 invoices annually and the collection of approximately $287,000,000 in operating revenues from widely divergent program areas.
Oversee the flow of pool-pledged revenues for the Florida Facilities Pool as stipulated in the bond covenants to provide adequate accounting controls, systems, and records that ensure timely billing and collection of revenues and processing of payments and from which management reports and the annual financial report are produced in conformity with generally accepted governmental accounting principles. Maintain responsibility for directing preparation of annual comprehensive financial reports
on eight different types of funds encompassing approximately 40 individual funds.
Develop and implement accounting procedures to control the expenditure of appropriated funds and provide management with timely monthly financial reports. Develop for review and implementation policies and procedures to maintain adequate internal control throughout the department. Provide financial information to the department's Budget Director, divisions, and program areas for use in developing the department's Legislative Budget Request and the financial plan to support this request. Develop and implement accounting procedures to invest funds, while working with Budget to ensure the existence of sufficient authority to invest, and project interest earnings so that recommendations may be made to management. Direct the preparation and estimation of the excess balances for the funds subject to Statewide Cost Allocation Plan to provide information to leadership.
Interpret financial statements, new accounting pronouncements, and other financial data in conference with management to render all possible assistance in aiding management to arrive at decisions. Implement procedures to perform generally accepted preaudit functions on commercial bills, travel expense vouchers, and requests for contract payments, which number thousands of disbursements annually. Procedures are designed and administered to maintain checks against the possibility of audit neglect or oversight. Develop and implement a system to monitor and control electronic data processing requirements and to ensure that the costs of ongoing systems and proposed new systems do not exceed budgeted funds.
Review for approval Fixed Capital Outlay requests for release of appropriations for DMS-managed projects. Maintain systematic review of all finance and accounting operations for the purpose of developing better methods of operation and more comprehensive management information reports. Assist Budget in the development of the annual administrative backssment. Develop annual non-operating budget requests for investments. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. The Division of Emergency Management (FDEM or Division) is the liaison between federal, state, and local agencies.
FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for
state and local government agencies. The Division serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery.

This position reports to the Inspector General and has the following job responsibilities: Managing, coordinating and conducting audits (financial, compliance, performance, contract, information systems, and management reviews). Assisting the inspector general with reviewing and evaluating internal controls necessary to ensure the fiscal accountability of the agency. Conducting audits in accordance with the current International Standards for the Professional Practice of Internal Auditing as published by the Institute of Internal Auditors, Inc. or where appropriate, in accordance with generally accepted governmental auditing standards.
Preparing audit reports of findings. Directing internal audit staff in carrying out activities that promote accountability, integrity, and efficiency in the agency. Managing the risk backssment process and developing long-term and annual audit plans. Directing internal audit projects to include project planning, communication with agency staff, field work design, interim review and approval, supervision and guidance in defining the audit exceptions, working directly with audit staff in report drafting and direct participation in entrance and exit conferences.
Establishing, maintaining, and implementing internal audit policies and procedures to ensure internal audits, consulting engagements and management reviews are conducted in accordance with standards outlined in Section 20.055, Florida Statutes. Coordinating with external review entities, to include serving as liaison between the agency and the Office of the Auditor General, the Office of Program Policy Analysis and Government Accountability, and other state and federal external review entities. Monitoring the implementation of the agency’s response to any report on the agency issued by the Auditor General or the Office of Program Policy Analysis and Government Accountability; and ensuring all other auditing activities are performed in accordance with Section 20.055, Florida Statutes.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES Ability to manage an internal audit section, supervise and manage personnel, determine work priorities, assign work, and ensure proper completion of work assignments. Ability to understand, interpret, and apply laws, rules, regulations, policies, and procedures. Ability to review, analyze and evaluate data. Ability to communicate effectively. Ability to establish and maintain effective working relationships with others. Ability to travel with or without accommodations. Demonstrate Skills in writing, reviewing, and editing internal audit reports; and Microsoft Office products (Word, Excel, Power Point, Teams) and Adobe.
Knowledge of internal auditing best practices and conducting, supervising and managing internal audits and reviews. Knowledge of the International Standards for the Professional Practice of Internal Auditing and Government Auditing Standards, the Principles and Standards for Offices of Inspector General issued by the Association of Inspectors General, and the Information Systems Audit and Control Association’s Standards. Knowledge of the methods of compiling and analyzing data. POSITION REQUIREMENTS Applicants must meet the following requirements in accordance with Section 20.055, Florida Statutes: Must have a bachelor’s degree from an accredited college or university with a major in accounting, or with a major in business which includes five courses in accounting, and 5 years of experience as an internal auditor or independent post auditor, electronic data processing auditor, accountant, or any combination thereof.
The experience shall at a minimum consist of audits of units of government or private business enterprises, operating for profit or not for profit; or A master’s degree in accounting, business administration, or public administration from an accredited college or university and 4 years of experience as required above; or A certified public accountant license issued pursuant to chapter 473 or a certified internal audit certificate issued by the Institute of Internal Auditors or earned by examination, and 4 years of experience as described above.
Must have a valid driver’s license or tother efficient means of transportation and willing and able to travel for work purposes. Additionally, the following qualifications are preferred: Applicants with experience supervising employees assigned to conduct audit engagements in a city, state or federal government agency; applicants with professional certifications relevant to this position (examples: CISA, CISSP, CPM, CIGA, CPA, CIA); experience establishing performance measures for audit staff; experience conducting or managing audits in an Office of Inspector General environment; experience conducting or managing information technology audits; and, experience completing or supervising audit engagements that comply with an established set of professional standards.
