Client-Focused Duties and Responsibilities: Provide unique, specialized services to blind and visually impaired applicants and clients throughout the vision rehabilitation process including advocacy, referral and resource development, counseling and guidance, and Employment Program services. Ensure services are expedited to applicants and clients with competitive integrated employment that includes but is not limited to: career-pathways and apprenticeship opportunities as well as those who are at risk of losing employment.
Promote client satisfaction; handle and attempt to resolve client issues before moving to the next level, i. e. District Administrator (DA) or State Office. Supervisory Duties and Responsibilities: Maintain and practice a current understanding of FDOE and DBS policies and guidelines regarding information security. Supervise DBS Employment Program Counselors, Employment Placement Specialists (EPS) and Rehabilitation Technicians. Ensure that staff maintain a 21st century understanding of the evolving labor force and the needs of blind and low vision clients, through proper training and supervision.

Ensure staff conduct follow-up calls with clients and employers within 90-days of the employment start date, as well as at the 180-day employment anniversary to determine further services and possible job opportunities for other clients. Work with counselors and district leadership to ensure additional services are coordinated. Track and monitor weekly job development activities. Conduct monthly case reviews to ensure timely provision of services, appropriate documentation, and client attainment of competitive integrated employment paying above subminimum wages.
Provide technical support and training to subordinates. Support to the District Administrator: Serve as the assistant to the District Administrator (DA). This includes assisting the District Administrator with reviewing/approving authorizations, planning, implementing, and reviewing Pre-Employment Transition, Transition, Employment Programs, and other required services with Community Rehabilitation Programs (CRPs) and other service providers. Assist the District Administrator in the review of CRPs’ monthly invoices. Supervise other district employees in the absence of the District Administrator (DA).
Professional Development: Understand various eye conditions and their impact on functional vision, and convey this information in employment settings. Specific duties include routine minor mechanical maintenance and preventative maintenance to equipment in this building. General Responsibilities: Perform preventive maintenance on plumbing, electrical, heating, air conditioning and ventilating equipment. Emergency Medical Services Controlled Substance Overdose Report. E-FORCSE Prescription Drug Monitoring Program Annual Report. International Narcotics Control Strategy Report. National Drug Threat backssment. National Drug Control Strategy. Regular review of data in SPARS (SAMHSA Performance and Accountability Reporting System) and WITS (Web Infrastructure for Treatment Services) and cross reference with FASAMS reports produced by the SOR Data Coordinator to ensure data quality and accuracy. Collect and review special projects reports, including hospital/jail bridge and child welfare, and develop/maintain corresponding databases for tracking and reporting.
Produce monthly reports on SOR-funded prevention, treatment, and recovery services, including client-level data for Medication-Assisted Treatment (MAT) services and other reports, as required. Establish and maintain collaborative relationships with key stakeholders, including, but not limited to the Florida Department of Health and the Agency for Health Care Administration for collection and review of related data and reviewing and/or monitoring other opioid and stimulant-related public health programs.
Assist Data Coordinator regarding monthly conference calls with Managing Entities (MEs) to discuss Government Performance Results Act (GPRA) compliance rate, data discrepancies, and overall data quality. Performs other duties as assigned. Knowledge, Skills and Abilities required for the position: Knowledge of intermediate to advanced knowledge of statistical software programs (like SAS, SPSS, and R). Knowledge of commonly used software, such as Word and Excel. Knowledge of administrative principles and practices. Knowledge of the principles and techniques of effective communication.
Knowledge of the methods of data collection. Ability to work with other public health software (Arc View GIS) and database software (SQL). Ability to evaluate and analyze data relating to the preparation of contracts and grants. Ability to organize and prepare written data into logical and correct format. Ability to maintain files. Ability to prepare correspondence. Ability to work independently. Ability to utilize problem-solving techniques. Ability to plan, organize and coordinate work assignments. Ability to communicate effectively. Ability to establish and maintain effective working relationships with others.
Minimum Qualifications: Bachelor’s degree in epidemiology, public health, statistics, demography or a related field is preferred. At least four years of professional experience in data analysis, systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work. Professional experience as described above can substitute on a year-for-year basis for the preferred college education. Preference will be given to applicants who have: Experience working with data related to substance use in general or more specific opioid related data.
